Digging Deeper: DCP's HEAT unit

Dougherty County Police could lose a traffic enforcement officer if the County can't come up with money to make up for the loss of a state grant.

The state money for the county's HEAT (Highway Enforcement of Aggressive Traffic) unit is running out. County Police say the progress the unit has made in the last five years justifies its existence.

Since the program started in January of 2006, Dougherty County has cut the number of fatal crashes and serious injury wrecks by 40 percent, a statistic that police say proves these blue cars need to stay on the road.

It didn't take long for the blue cars with four dreaded letters to make an impact in Dougherty County.

"When they come to Dougherty County they better watch out for the HEAT Units and that's the exact impact we wanted to have on citizens was they needed to realize there is traffic enforcement in this county," said Lt. Tom Jackson, Dougherty County Police.

Enforcement that's making a difference. Since the program started more people in Dougherty County are buckling up.

"Our seat belt rate stays in it's right under 95% and that's one of the highest in the state," said Jackson.

It takes these officers having a presence on the highway every day to make an impact. Like the woman so distracted, on her cell phone, she was speeding and swerving, and didn't hear our siren or notice the blue lights behind her.

"See how she almost ran off the roadway, she's on the phone, I got here at 72 back there, being on the phone," said DCP-HEAT Cpl. Robert Richard.

She got a warning, and a ticket, along with some educational awareness, which included material on child safety seat installation when the officer realizes there's was a problem.

"That little boy he's got the harness behind him and that's not doing him no good," said Richard.

When we dug deeper we found out in the last five years the unit's percentage of warnings is nearly as high as their percentage for tickets. Drivers are not speeding as often since the blue cars hit the highway and thanks to Zero Tolerance Campaigns DUI arrests were the lowest they've been in five years at just 76 last year.

"They're more rational now to maybe have a designated driver and that's one of the things we want to have," said Jackson.

Officers say ultimately improving the safety on area roads and protecting drivers who are following the laws of the road.

My delight was compounded when Kevin Kortan, the dancer and nude yoga therapist (Yum!) who is also one of Robert’s hottest models showed up to congratulate Robert on his event. He is prominently featured in one of the larger art pieces by Robert at the gallery’s current exhibition “Seduction”, also curated by Harvey Redding and instigated by PJS Exhibitions gallery owner Patrick J. Sullivan to benefit the LGBT Community Center.
